: I have this broblem before too. Deluxe Paint 2 is very good to make hills!! It is quite old but it fond somewhere. It works at dos. Other paint programs use so many colors that palette is hard to make.
: So, download Deluxe Pain from somewhere.

You dont need to even make palette in Deluxe Paint 2.
